seems to me you gotta VSS problems. Check VECU for fault codes. with Cummins Engine ECM is wired to auxilarry VSS so speedo keeps working with bad VECU VSS wiring. Start with fault codes first

    rewire VSS directly to VECU

I had a problem once with cruise control and discovered it was all connected to my Vorad. Once I got that figured out, it was all good...

Paccar uses no VECU, it is thing beloved by Volvo, Mercedes, Renault (before they were in Volvo group), but not Paccar.

We had a problem once with cc not engaging on a 780, it may have been an 06 but can't remember. We were with U S Xpress at the time and getting a new 780 every six months. Anyways, after much going round and round with no success the solution was finally found by the volvo dealership in Indianapolis. Switch off and then restart the engine, release your air brakes and before you pull away press down on the brake pedal twice. Apparently Volvo had added a safety feature that unless the service brakes were confirmed to be operating the cc would not engage. The 'safety' feature did not last very long as it was deleted after numerous complaints.
