Social talking should be moved off 19 and then only important stuff.
Next you will dictate that if they are on another channel, they will have to have another radio tuned to 19. -
Maybe implementing the technician exam for amateur radio would be a better option. Just have it attached to the CDL during the permit phase.

I've tried to let others know they have something wrong with their truck, locked brakes, lights, whatever. Nobody ever responded so to hell with it.
I don't say anything these days.
