You definitely can since it's meant to run off of a 12v battery anyway. You can get a 12v plug at a truck stop and just splice it to the fan wiring to power off of a dc outlet BUT I would advise against it since it pulls 7 amps. The DC plug would probably get extremely hot. You'd probably be better off just wiring it directly to a battery.

You can splice on a cigarette plugin with insulated crimps and it'll work fine. AutoZone and Advance sell butt connectors where the insulation is heat shrink. After you crimp it you just put the Bic lighter to it and you have a good permanent connect that will never short. Most cigarette lighter plugs are 30 amp circuits and that's 1/2 an amp. No problems there.
The only issue I can see is your angled ceiling being in the way if it's a condo. You can hang it down farther on a string or it looks like the down rod might be interchangeable. Normal ceiling fans you can buy any length down rod at Home Depot or Lowe's. That would help eliminate any out of balance which will probably be your only issue. They do sell balancing kits at the same stores. Maybe that has one included. One temporary weight you slide up and down the blades until you find the sweet spot. Then they have a permanent weight with sticky tape you permanently apply. I say that because all the blades have to be exactly the same weight or it'll be out of balance. That looks like a good cheap candidate for that but you can fix that problem.
