I have a Uniden Bearcat that is 15 years old, If I remember right I had to send away for a list by mail for my local agencies frequencies and to this day they all work.

Lucky, even in my BS County the Sheriffs Dept. went on the Statewide System, which is hard to pick up inside the house.

they got scanner apps on smart phones they work. i dont bother as i have my 30 year old cobra on always at home.
if your not transmitting license should be no problem.
have heard for decades they are all going high frequency and trunk lines but i hear whats up with my cobra and only a huge city could afford all that stuff. mostly they are trying to keep from laying cops off
when i was in eastern oregon osp would transmitt on one frequency and receive on another but radio shack handed out sheets with everyones channels on it.
i think up north alot of truckers have big radio. with access to all those frequencies

Oh the new radio systems are coming. They just aren't here yet everywhere. We went through this changeover within that last year and a half here in SW Utah. And yet there are still many rural counties in Utah that haven't switched over yet.

Whatever, if it works now, great. If it doesn't work all of a sudden, you will have an idea of why.

Scanner radio app for your smartphone. You can get a good amount of local, state police and fire on it

My scanner has a button to push for other "bands." It picks up most of the uhf vhf bands and most cops know that is not the Freqs they run. Never have been questioned. I have 2 ham radios 1 CB and the scanner mounted under the CB. Plain sight, but never questioned. I use it mostly for weather . I am also a Ham .

My local police station jumps around channels so you can't hear what their saying with a scanner.
