Thank the government for that one, at least partially. An excerpt from the Ohio CDL manual:

Don't Direct Traffic. Some drivers try to help out others by signaling when it is safe to pass. You should not do this. You could cause an accident. You could be blamed and it could cost you many thousands of dollars.

Sad when common sense and courtesy are outlawed.

Some of the best moments and quotes come from such a strange book.

I still will do it. It's a safety thing for me to do so. Plus it is courteous to others.

    Interesting, especially this part:
"Who is AAMVA? AAMVA is a tax exempt, non-profit organization".... (then I skip down a few paragraphs and find this):
"The primary membership of the Association consists of the motor vehicle and traffic law enforcement administrators of the member jurisdictions (voting members) and other governmental representatives serving in similar capacities within the United States and Canadian federal governments (non-voting members)."

So who was this group(?), Teamsters(?), DOT(?) or IRS(?).....a combination of all three?

You're not supposed to speed in construction zones or have logbook violations either, but plenty of drivers do it anyway.
