After getting away with not doing their job for a long time, the planners at Laredo figured they could make an extra buck by selling the available loads to drivers hanging around in the terminal. The longer they were laid over the more they would pay. Drivers were laid over 3days or better at Larado while the yard was full of loads going nowhere, and this was going on for years before Jerry was informed of the situation.FerrissWheel Thanks this. -

One has to have standing to argue before an appellate court, that is, being affected in some way by the case in question. I'd imagine this wouldn't be any different. Not a lawyer of course, but I think it would be up to Jerry Moyes to pursue action like that. Even then, the DA has the option of deciding whether or not it's even worth the trouble to prosecute.
