Not sure how other States do it, however, I just renewed my IRP in Oregon and they require a copy of the current stamped (paid) 2290 before they will renew.

How do I calculate penalties and interest for late payment?

If you do not file Form 2290 on time, penalty and interest for late filing are likely to be charged. Penalties and interests will be calculated as given below:

    Penalties:

The total penalty for not filing by August will be 4.5% of the total tax due. This penalty is added up for 5 months.

No problem, not due if not used. There is a form to explain it was parked, just can't get new plates til you pay it. If you have a 3rd party get your plates, some states will just send you the bill.
