I sent an inquiry to ELD@dot.gov and posed this question. The following is their response:
The ELD rule does not change any of the existing HOS rules or exemptions. Drivers that are required to record hours of service (HOS) on a paper log are subject to the ELD rule unless one of the few ELD exemptions are met. Who is exempt from the ELD rule?
*The size of an operation is not an exempting factor.

Keep truckin works for me. Some connectivity issues when using android tablet but none when using android Samsung s6 edge. $240/year. No complaints except would still prefer the bic system. However that's a different discussion.

Went ahead and pulled the trigger on the VDO RoadLog+ system. Will write a review in the E-Log forum upon installation and a follow-up after some use. BIG thanks to all who contributed to this thread. The government (with their infinite knowledge) have managed to make one thing crystal clear - we are in this ourselves. Nice to have a place to get recommendations and reviews from other o/o's out there.

They (states) are going to refuse to enforce federal rules, on vehicles using FEDERAL OWNED HIGHWAYS, but expect the feds to continue funding their needs...lol
All feds gotta do is cut off their funding, and they will quickly fall in line - like @06driver said...
