I didn't read all 60 + msgs to see if this answer was in here, but..
You can NOT use an AOBRD now unless you purchased it AND activated it for use before the 12/18/17 deadline.

That was clearly defined by the FMCSA regs for a long time before this went down.

If you buy a device now, it will be an ELD.
If the service provider activates it s an AOBRD you will be in violation and likely subject to fines in the case of an DOT audit.

Not trying to be a truck stop lawyer, but that was what was plainly and repeatedly stated on the 3,000 forum shows I listened to with industry experts (sic) discussing the pending doom and gloom.

The FMCSA has amended it's policy. if you had purchased an AOBRD before the deadline, you are allowed to add more vehicles and run them on the AOBRD platform. i am 100% positive.

I can see how that would be allowed.
Adding on to a fleet that was already using AOBRD.
I was assuming the OP was a one truck operation procrastinator that was just now getting legal.

That, I assume, would still be prohibited.
    But, I digress.

OP posted back on November 9th. It would have been fine then.

My company did not have our ELD's ordered in time because there was confusion about our driveaway/towaway exemption. Parts of it can still be very confusing.

You are correct. As clarified in march, a fleet that already had AOBRDs prior to Dec 18 can add more up until Dec 2019 as long as the devices are ELD capable as well.
