So, your boss's rules trump Federal HOS?
Your in the same game as the other 3.5 million drivers. First one to the parking spot is the winner.
Paid parking insures you will have a spot. Sure does relieve the stress of arriving at the truck stop and finding it full, and your HOS runs out in 10 minutes.

My thought is they panicked. Instead of driving all the way the way to the back, where there's over a dozen wide open spots, they see a cluster #### at the front and just assume the back must be full as well.

My number one goal when pulling into a truck stop late at night is to find a place to safely park where it is least likely for complete idiots to rip my truck apart. Best in the back row. Far from where the those that need to waddle to the buffet can hit me.

This is one of my favorite spots in the entire USA for a good rest prior to anything when finished with 7 mountains downgrade in the west. This is prior to reaching Duncannon north of Harrisburg on US 15. Route US 322 by the Junitia River.

In my day it was just a gravel hole good for 20 trucks. But the State has made a effort to improve on that in both directions.

ELD, HOS etc does not matter except when you have a parking spot and you already put in 8 hours driving for the day with 3 to go? You best grab it and call it a rest long enough to get your next driving day hours. You wont be doing 800 miles solo midnight to midnight anymore. Maybe 500 plus would be a good day's work what with the picky ELD's

Anyway. That's my concept when it comes to parking. There are a variety of spots all over the USA where I can stick a semi. I don't need to go to a formal truckstop unless it's fuel and showers.
