Canadian don't "use their healthcare" in the U.S.; that's a nonsensical statement without any factual basis.

There are a very few cases where there is condition of an urgent nature, or treatment is available on a limited basis whereby a Canadian might get service at a U.S. healthcare facility. In all such cases the full invoice is being paid... meaning Americans are being subsidized by Canadians because not all Americans have healthcare coverage or can afford to fully pay for their treatment. Likewise, anything that is not covered by a provincial healthcare body is elective and therefore, once again, any Canadian (or their [additional, private] insurer) is paying the full freight.

There are a few border towns where there are reciprocal agreements for emergency services.

Conversely, Americans, in both raw numbers and percentage of population, buying prescription drugs in Canada greatly exceed the number of Canadians seeking healthcare in the U.S.
