    But, yeah. Start with impeding traffic and work north from there.

    Yeah. At first I thought the same thing. But he obviously came from the highway above. Probably fell asleep and ran off the road between the two bridges.

    Most likely came from above, the whole load shifted forward.

    Or...
    ....he thought he couldn't make it under the 2nd bridge and try to turn around. Yup I'ma go with that
