Technically only one turbocharger is weighing on the manifold, and it's the smaller of the two. The lower turbo mounts to a bracket which is bolted directly to the block.

Nope, you're right... my bad. Just dug up some pictures of when I replaced the studs on the old BXS and it is the smaller one.

I had same problem on an international 9900i with c-15 cat. I have 30 years experience in heavy duty truck repair, and this one like to have drove me crazy. Finally found the problem, my air charge cooler was stopped up on the inside. Took it off used some aluminum bright on the inside and pressure washed it. Before washing with a load I could not build 4 or 5 boost ,after almost 30 psi.
