yeah, rent controlled, that's why living there for 42 years..must be paying like $50.00 a month...
there was another guy maybe in NY as well, that was orderd by the judge to live in the apartment house for x number of weeks, can't recall if he made any improvements, that was a long time ago.

From what I can see, these folks are all on rent controlled prices, so he is trying to drive them out by making it super crappy. He then wants to renovate the building and rent out the units for a lot more.

I used to work for the department of housing and preservation in NY and yes some of them pay 50 a month. They hold back rent and go to court, the judge orders repairs, then the tenant won't let maintenance in to fix the problem so back rent is forgiven.
One apt in little Italy when the aunt died her niece moved in and paid rent for a year, the city could not evict her because they accepted the checks for a year. By the way the niece was an NYPD detective.
Many landlords just don't pay property taxes so the city takes over the building. It costs more in heat than you can collect in rent because of rent control.
I left the city 20 years ago. -
You can't charge enough rent to pay for repairs and upkeep due to rent control. Liberalism at it's best.
