I just got through reading because of "Free the nipple" movement, it is now legal for women to go topless in six states. Colorado is actually a city by city legislative issue. Fort Collins decided it was to expensive to fight the challenge to their city ordinance - this de facto allowing universal toplessness...also, there is no corresponding ordinance if you want to force the nipple you saw to be re-covered and you would wish that you could un-see
