So the adaptive cruise #### mutes the radio or phone calls when it detects a slow car, which is a lot. Surely there is a wire going to the radio that controls that. I wanna remove that wire so it no longer gets a signal to mute. Anyone know which wire that would be?

Nope Get used to it, Volvo can reprogram computer to not do that. But you have to sign paperwork acknowledging you are deactivating safety equipment, release Volvo of all responsibility and accept it and any liability.

Here's the good news.... SIMPLE fix...
Go to your dealer and load "Configuration #7" into the VADA and set alert delay time to 60 seconds delay for corrective action.
