I understand the basic concept of this tax. Is this something a single O/O has to comply with?
If so, how do you keep track of miles or gallons in each district?

Yes if you run your own authority.
I use the ELD miles and run a fuel report from my fuel card for total gallons purchased in each state.
if you’re leased on your carrier will do it and charge you for any taxes owed. -
If you are old school you can write down the mileage for each state and how many gallons are purchased in each state and keep a running total or use an Excel spreadsheet.

If you use only one fuel card it's easy to get the gallons off of your statement each week. I just write down the odometer pre-trip and post-trip, and reset the trip meter for each state line, then write it down at the end of the day. I have it all on an Excel spreadsheet.

I get my gallons by going to my online fuel account and generating a report showing the amount of gallons I purchased per state for the quarter.
As for the miles, I’m still doing it old-school, recording the odometer every time I cross a stateline. I usually record it about 5 miles before I hit a stateline, and then confirm the number when I cross. I don’t trust the ELD for tracking miles since the last time I compared it with my own miles. There was a discrepancy of around 2% (if I remember correctly), and like 2 states were missing miles altogether. I’m sure the technology will get better, though. -

Like someone stated before, I use my Eld ifta mileage reports for miles in each state and use my Fuel card reports for fuel bought in each state . It's a easy process and takes minutes to do once you get the hang of it .
