A driver should be focused. No distractions at all. Attentive and cautious of anything ahead that would require immediate action or reaction.
But a driver holding a cat in his arms while soothing its little head is just not safe to me. Its equally distracting as texting or watching movies or even doing something more inappropriate.

I shake my head at this.....
Its almost as if they dont realize their pet is travelling at the same speed as their vehicle, and will keep travelling at that speed if the vehicle comes to an abrupt stop -
