    All I know is that without a waiting period, a lien, and then a rebuilt title this dude just stole a ####ing trailer.

    Insurance companies don't mess around. Scrap regulatory companies don't mess around.

    Since that aluminum was never on the books at the scrapyard, and was mixed in with other loads going to China or a local smelter, he's on the hook for the load theft too.

    He doesn't know this yet but, the scrapyard never saw him.

    yup, each state has thier own laws regulating abandoned property. i recall what the tow company had to do here.

    i was once told, by the owner of that tow company (i cannot confirm how true it was) that insurance companies had "spotters" working for them, that read the legal sections of the local newspapers for such a legal notice of forfeiture or what ever it was called.

    that's why the legal notice had to be in the newspaper for at least 2 days? maybe ?

    Something about a public announcement is required. It's the same for foreclosure properties and other confiscated property listings.

    It's an old-school fairness thing, from before cars/telephones, allowing a man on the other side of the county to be able to see the notice and ride a horse in time to contest it if he is either being stolen from or has the money to cover his debt.
