    The reason the law was recinded is it was and always has been safer for the strap to be wrapped and hooked on the rub rail than run inside it and just hooked to where ever you can. Straps do get loose and come loose when they are just hooked, but not with a wrap around the rub rail, and it caused too many problems when folks were trying to abide by the law.

    I always hook to outer frame rail. No way a rub rail can match that for strength.
    Maybe with a steel trailer, but aluminum just cant handle extreme pressures. I wouldnt expect it would be an issue unless it was emergency maneuvers or impact forces. That's why hook to steel.

    First: that outrr frame rail isn't a frame rail.
    Second: On an aluminum steel combo trailer that piece is made from aluminum not steel.

    The only steel on a combo is the main I beams and crossmembers, and on some trailers even the crossmembers are aluminum

    That’s your opinion. The FMCSA says they rescinded the rule due to inconsistent enforcement .

    “FMCSA appreciates the comments provided by EMC, and agrees that vehicle manufacturers can incorporate features that assist the vehicle operators in complying with the cargo securement regulations. The Agency believes that in many instances, the nature of the cargo dictates the ability of the cargo securement devices to meet the existing requirements of § 393.104(f)(4). As discussed in the NPRM, however, State enforcement personnel and motor carriers expressed difficulties in achieving uniform and consistent enforcement of the regulation. Therefore, the Agency rescinds § 393.104(f)(4) as proposed”

    One of the main reasons they did not get uniform enforcement , was the fact that drivers refused to go along with the unsafe practice they had deemed law, and we are not talking just a few, more like the majority decided to ignore the law and tie down in a safe manner.

    The lip i hook to on my great dane is steel.
    My drop section is steel, the front of my upper deck is steel, my wheel wells are steel.

    That's fine and dandy that you have a steel trailer, doesn't change the fact that 90% are combos with the inky steel being the main frame rails and front cap.

    I dont have a steel trailer, I have a combo. I believe all the great Danes I have seen are like this. So are Fontaine, and Utility. Mac, Reitnouer, doonan and chappel seem to be as you stated.

    My 2013 great Dane flat has aluminum side rails. The only steel on it is the main frame rails crossmembers and front cap. I helped a customer spec out a 2017 and it even has aluminum crossmembers. Those shaved 300 lbs.
