I think its also called a bag filter. My understanding is you can't even order the city permit until the state issues you a permit 1st. Are you coming out of NIT?

You are probably looking at a 10 day wait.... from my experience with them. Once you get the state permit in hand then wait 24-72 hours for Norfolk to issue a permit. Im not %100 sure.... do you even need a city permit for Norfolk?? I thought if you were coming out of NIT on terminal blvd you don't need one?? Or is that you don't need an escort on Terminal blvd???
