And that place.... by the ascent of the guys talking in the video... I can tell for sure that is in the northeast region of Brasil.... folks there lack some basic reasoning.... kinda stupid... -
Most of these countries, lack proper markings on their roads ways too (just like some inter cities here in US). Driving there is a challenge...

That's right... most of their streets in the cities have no lanes marked on the ground, poor signalization or lack thereof... traffic in some places is very intense and chaotic....
In the city of Rio, lots of vendors sell all kinds of stuff and food, walking among vehicles on a congested highway...
Lots of motorcycles... they use the zipper a lot... and play their horn the whole time....
Traffic in the rural area can be congested too but easier to deal with....
