    All I know use that I called ooida today, and they told me that an owner operator with their own authority has to register and sign up for the Clearing House.

    They also said that you have to pull a report once a year. I don't really understand though why he told me it should be around my birthday.

    I guess I will ask them when they do the audit.

    Executive Order 13771 —entitled "Reducing Regulation and Controlling Regulatory Costs"— is an executive order signed by U.S. President Donald Trump on January 30, 2017.[1] It directs agencies to repeal two existing regulations for every new regulation, and to do so in such a way that the total cost of regulations does not increase. It is an example of a PAYGO (Pay As You GO) policy for regulations, comparable to regulatory PAYGO policies in Canada, the United Kingdom and Australia.[2]

    So which 2 will be cut??

    I heard the complete opposite, from my understanding, it’s for the future employers that look into a new candidate for the position in there company. In other words, your drug and alcohol testing history will be made public now. An owner/operator does not have to enroll but must be enroll in a drug and alcohol consortium that has been effect per FMCSA.

    O/O's have to enroll and pull the report each year just like the MVR. Drivers have to sign up so the company can pull each year. It is a requirement of the new hire report that must be in the DQ file I see a lot of D/Aaudit violations coming from this, surprised how many never heard of it.

    And they will not believe anything different anyone tells them even if you show it to them at the clearinghouse site.
