can insurance companies access your dac report if they want to or is it only carriers who can do that?
HireRight/DAC will sell your information to anyone willing to pay them. YOU are the only one that can get your own information from them for free.
Legally, anyone or any company that accesses your DAC or Hire Right report, needs a written authorization signed by you.

Sounds like this originates from the same sources that try to say a company cannot give out any information on a former employee other than the dates they worked there.
