I have a D13 that when the brakes are pressed for more than a sec have trouble releasing. It mostly gets stuck at 10psi of applied pressure. But sometimes worse. Most of the time I have to stop and cycle thru pulling the trailer brake button and that gets them to release but I can’t do that on the highway, and the dragging is not good, I am going to either burn my brakes up or wear them down when I can’t just stop. Any suggestions on what could be the issue and some solutions other than taking it to a shop. It does it on the trailer and tractor.

I hope you're willing to do some troubleshooting because nobody can tell you 100% what the issue is without some diagnosing.
I'd start with plumbing in a pressure gauge off the treadle valve. See if the treadle valve is sticking. -
Take a look at the brake shoes with brakes set to see if the. S Cams to see if them are about to flip over, just one worn out brake shoe can make s cam try to roll over so far that it will not release when you let off brake.?

I would lock for a problem between the pedal and treadle valve ( or with the piston just before the valve ).

If your unit is newer, you may have an option that is called "hill start assist". It holds the brakes applied with the pressure that was applied when the vehicle came to stop. If you want to get moving, the produced torque in the power train is calculated and the brakes will be released at the point when the torque exceeds the brake force. It makes it feel like brakes are stuck.
You should be able to turn that option off.
I'm not saying that anything else is ruled out.
