I need your help to understand why consignees should pay the stop added fee and Storage fee when the trucking company picks up the empty without a secured return appointment.
Is the port congestion always reasonable?

Always reasonable, no, but if you want to eat the coat of stop off/storage, so be it, depending on the railroad, the delay has been as short as 2 or 3 days, and as much as 20 days in some cases, Hapag has been the worst all summer, at one point we had 14 Hapag outbound loads awaiting gate reservations sitting in our yard, the shortest time was 9 days, the longest was 17 days.

Empty return locations change daily and some by the hour. Cant get a return, until the box is outgated. If you empty rail bill the box. The rail will put your load back on the outbound train and ship to the west ports.
