A clogged air source.Filter is#1.All the pipes including the air cooler are #2. If you're getting too much fuel, well I guess that would be#3.If your turbo is damaged and not producing enough boost, could also be a problem, have you talked to the person that did the work.

It's not to be confused with a super charger. A turbo engine in a plane will be really quick taking off but once it reaches a certain height it has asthma. But put a big enough super charger into a airplane engine above that height you have something that will run and never quit or fall down.
The intercooler pipe to the turbocharger is yea wide. On it is clamps. If they are loose then outside air is compromising the internal condition of the cold air inside that pipe. The turbo will try to feed it but the engine wont like it and the fuel wont burn. The result is a inky black smoke straight up the stack with fuel oil in it, smears your trailer right side and blinds two lanes behind you for a couple hundred yards. Your engine's power turns into a 10 horse lawn mower and that poor truck is going to crawl at 15 mph if that. literally choking.

Update they have went through and tightened all hoses and clamps leading to or from turbo. Repaced a sensor, still no air. I believe they left it opened up in garage and got some crap in it...

The blades on the turbo should be clean and completely damage free grab the center of the blades and try to move it, in and out, up and down, there should be no appreciable movement, spin it and make sure it spins freely without touching the sides. If it passes those tests it should be fine.

A turbocharger has a compressor wheel (cold air side) and a turbine wheel (hot air side). Both wheels are connected on either end of a single shaft and driven by exhaust pressure.
