Am I required to have broker authority if I am brokering loads of a non-regulated (exempt) commodity such as garbage?

When I read this it sounds like a o/o or some employed by said o/o can broker loads. Is that the case? I want to broker loads and already have my authority what's else to I need to do?

The term "broker" means a person, other than a motor carrier or an employee or agent of a motor carrier, that as a principal or agent sells, offers for sale, negotiates for, or holds itself out by solicitation, advertisement, or otherwise as selling, providing, or arranging for, transportation by a motor carrier for compensation.

I have a question does that mean if I wanted a contract with a lumber company for say 2.45 a mile. Would I need a broker authority?

If you're running your truck(s) only on that contract? No. If you're intending to push the loads out to others under different authorities than your own? Yes.
