Had a driver run a carrier unit out of fuel got it back started , running like crap , throwing a38 code low speed rpm , changed fuel filter , cleaned the screen in the manual pump and changed speed solenoid , should I change fuel solenoid next or is it possible the manual pump is trying to mess up

You can pull the shut off solenoid and run unit to see if it makes a difference. I’ve seen it take nearly ten minutes to clear the air and run normally.
I would check the simple things first. Work the bleed screw open and closed a few times. Swap the washers for the screen top to bottom. Make sure the top of fuel filter is dry.

You can pressurize the fuel tank with air through the vent on the tank then crack the bleed screw on the injection pump until a good amount of fuel comes out.Close it then pump the hand pump several times and it should go.
