Getting access to bolts.

Pair of safety glasses and a sip cut and angle grinder may help you cut them nuts off.

 

Sometimes you may have to remove the guard on the grinder, be careful though, can get cut really bad with one of these things, buy good quality zip cuts, industrial use, the other ones can explode ok?

 

Looks like you may have to do it the old fashioned way.
A breaker bar and possibly a cheater pipe.
The one with the most clearance you may be able to get a impact swivel and extension.

 

Snap-on and craftsman make impact rated u-joint swivel adapters in 1/2, 3/4, 1” drive for offsets like that.
I’ve abused my 1/2 one on some 9/16 and 5/8 thread bolts with a 1/2 to 3/4 impact adapter many times and its still holding up.

 

Can’t tell from the pics but you may can get them from the bottom with a swivel or two and extension. Have to take sway bar off. Just make sure you put the spacers back.

 

If the ramps are going in the scrap pile but you want to save the bolts oxy torch a hole in the top of the ramp above bolts to slide socket and extension through.
