Regardless of the ramp, I always cut the ties off and only two ramps I use has us unlock the locks (BNSF in St Paul, MN (just the rear locks) and CN in Harvey, IL (all four pins and locks)).

Carriers like JB charge the carriers like dmk etc $50 every time their containers are in gated without zips

They don't. I pull for a carrier that's dmk equivalent and not once have I used zipties.

    First I've heard of this.

    Can anyone corroborate this statement?

in the northeast not having them is a major safety infraction and cops will have a field day with you and csx will send you to do a death by powerpoint in a terminal for failing to put them before leaving their terminal (csx south Kearny enforces that more than anybody)

Hasn't happened to me, but I've been told by safety dept. that the DOT examiner warned them to look for containers without zip ties

    yes this statement is true.

get caught with no zipties on pin locks and you'll get cited for it in an inspection. it's happened before to many of my friends.

What's the reference for this ruling?

My company requires them, but they even told me it's company policy, not the law. However, it is company policy enforced by termination if not followed.
