For 30 years I strolled into my local IRS office with completed form and check in hand. Waited anywhere from 5-60 minutes and walked away with a stamped paid form. About 3 years ago they actively discouraged the practice, gave me a flier of how to file electronically, which has been mentioned has to be done through a 3rd party, fees vary. Best bet is ask your carrier who they are using or recommending.
You can still do the whole thing by sending a check and completed form to them. May take about 4 weeks or more, but it is the cost of a postage stamp.

I went to irs office that was in fed. court house top floor, i keep setting off metal det. 3ed time fed. off. said if i set it off again i must come back mon. i went outside took off my shoes that i just put on in car after taking off my steel toe boots and put on street shoes i shook them out and a dime fell out, i got a bit of money back on the truck i traded in and had payed the full year but only had to pay the part of year that was left till 2290 was due again, its alot better than the payment plan that we did have with irs, where you needed to have paid copy from owner of truck you just bought or you had to pay 2290 another time?

Assuming your payment was made with a credit card you still have time to dispute the $99 mystery charge online or with a phone rep as "service not received." Your card company will issue a temporary credit to you then charge back the service provider who will have to respond to the bank as well as you with their claim which validates the extra charge. Once the bank receives that merchant response they will notify you and rebill your account. If you do not agree with the merchant claim that it is valid you can escalate for a second chargeback. They may send you a form to sign affirming you did not receive any service for the extra charge. Usually, at that point it will likely become a permanent credit as the bank does not want to waste time on such a small amount of money (to them). I hope I didn't make it sound complicated because it really is super simple. You can call your card company and tell them you need to dispute a charge. Might take five minutes to get your $99 back. (I would not say the charge was "unauthorized or unrecognized" because someone at the bank may temporarily place a block on your account or change your card #)
