I wouldn't think so. Especially if it was that yard driver who put it there. But I'd expect you'll have to ask nicely and maybe be a little patient until he gets to it.

I was wearing a Dallas Cowboys jacket one time in a yard jockey came up to me and pointed to the dumpster and told me to take that trash off and throw it in the dumpster on the way out. I was in Atlanta. I laughed and was waiting for him to indicate he was joking, he wasn’t joking. The guy was ready for a fist fight because I was wearing a sports team jersey that he didn’t approve of. Yeah I’m going to approach someone like that and ask them move a trailer around.

He backed it in, got out and cranked it all the way up, then dropped it.
These were heavy loads of wood chips.
I have also seen drivers crank it down when they drop, ant they put some force into getting a couple more inches out of it. Then they leave the handle in the cradle, so it is often even more difficult.
