I just started to work for TransAm Trucking and they weld the 5th wheels on all their trucks so they can't be slid back and forth for weight distribution. This is only the second company I've ever driven for and it seems a little weird to me. Is it even legal for them to do that?

Once you find the exact balance point to load the axles properly, you never need to move the fifth wheel for weight distribution purposes.
One truck I did move often, at max weight the front end rode rougher, so I moved it back when I didn't need to max out. Others need the room for over hanging freight.Numb Thanks this. -

We don't move 5th wheels unless we absolutely had to. There is a spot over the forward drive axle they like to be at and thats where we keep them.
Many times we had fixed wheels so if they welded etc it wont bother us. -
