    Because typically drivers park in the front of the bldg, out of the way.

    I just googled that location. It shows trucks parked in that lot in broad daylight. What gives????

    So, the driver could have moved to the other lot, noted in his ELD he moved at the direction of a police officer and completed his break. There always seems to be a "rest of the story" as Paul Harvey used to say.
    And if his company knew of this, they should have had a notation in the load assignment.
