T660 making noise at High RPM

My trucks been doing this high pitch howling noise for the past year. It’s getting on my nerves. It’s also worrying me. It’s a 2011-2012 Cummins ISX 450. I had put new liners new head, head gasket, even new diesel pump. Read somewhere on here someone was having a similar issue, and that the culprit was their fuel pump. I’ve never actually seen someone post the actual noise. Please I will take any suggestions into consideration. My mechanic here in Phoenix says it could Be my turbo. Oh yeah , turbo is about 1 year old or less. Replaced new. Everything from the EGR to DEf is deleted as well. Any suggestions will Help. I will post video and you will instantly hear noise when I’m idling but revd up to about 1400 1500 rpm. Thanks !

 

I will try to upload another video. Usually I play the video on a speaker or something that way you can distinguish the sound. On a phone really can’t tell the difference.

 

One it hits 1400 rpm the a high pitch howl noise comes into play and that’s when I put the phone outside. Sounds a bit louder when I do. But like I said I will post another Vid.
