Rt 220 in Wyoming goes right by Independance Rock and has a rest area there. Didn't feel like doing much walking so only climbed to the top of the rock.

Cimarron Travel Plaza in Billings, Oklahoma. I don't know if it has any trails nearby but they have a HUGE exercise area for pets. In fact, you can tell how much they love pets by the two giant dog statues out front by the road!

Just ran across this, I can add a few out of the way spots.

First parking area east of rest area, Alberton, Mt ~61mm, IIRC. Large rock outcrop sticks into river. Easiest climb is east side thru trees, although you can get up on west if you're agile. Nice spot for a dip about 1/4 mile north where river is close to highway.

Slim Butte near Riva, SD off hwy 73. Nice trail along top of butte

Any Colorado mountain pass where you can manage to get a spot has a trail. Some more developed than others, although I would not recommend if you're not at least somewhat altitude acclimated, as all are 9500' plus.
