I lived right off exit 3 for years. I can’t ever remember seeing them open.

Very rich people live there.
They probably influence how much noise can be there after hours. Or traffic.
Westbound on 84 is usually open.
There are two near New London, almost never open.
Danbury is open from time to time. -
For many years the Greenwich scales were never open. I know because I ran that route routinely. I remember when the big fuss was going on about Connecticut weight stations. I remember now that the reason they'd always been closed was, as you mentioned, that the locals (very rich people) did not want those scales to be in operation. There was some kind of court decision, which I was disappointed to hear, that amounted to a mandate that the Greenwich scales be open for business.
What about the Meriden scales on 91N, near Middlefield? Are they active? -
I think they double as parking, so they might close at night. I’ve seen them open though.
