Even then it's Detention for a reasonable amount of time for identification and investigation. Upon discovery you're not involved you're to be released without further delay. Excessive detention can be articulated into a 42usc 1983 claim.

42 USC 1983 , I'd be glad to sue if you want violate my rights I'll cooperate as legally required but expect to be paying out if you're wrongfully abusing your authority.
As a former LEO I have no compassion for bad LE behavior that violates people's civil rights.
