I'm hoping TN will let me take my CDL B road test in my boxtruck with air brakes. It's a 24' foot 2007 International 4300, which can be rated between 25,500-33,000 GVWR but there's no VIN sticker in it.

The "which can be rated" part is the concern.
It doesn't matter IF a particular model can be built as a Class 7 or 8 truck, you have to test in a class 7 or 8 truck. If it is not stamped for greater than 26,001 GVWR than it is not a "Representative Vehicle" in the eyes of the AAMVA or state DOT.
The driver is required to complete the road test in a representative vehicle. In the case of class B a representative vehicle is "Any single vehicle with a GVWR of 26,001 or more lbs. or any such vehicle towing a vehicle NOT in excess of 10,000 lbs. GVWR."
It would be a lot easier to get your CDL if you could just go rent a Penske box truck...but even if you get it past the examiner they will enter the registration into CSTIMS and if it is not a Class 7 or 8 VIN (4th position) it will invalidate the test.

I have a vehicle (25,100 gvrw) with air brakes towing a 30k trailer with electric brakes. I do not need a CDL to drive the truck by its self regardless of air brakes ( I checked with ODOT and DMV) but I do need the CDL to tow the trailer and truck combo. My question is do I need the air brake restriction lifted? Does the fact of having the trailer on there change the rule somehow making the under 26001 lb rule irrelevant?
