98 4964EX Detroit 12.7 intermittent high idle

I was sitting waiting for the fuel pump and the engine was idling about 600 rpms and it just started climbing to 1400. I thought maybe i bumped the resume on the cruise so I turned the cruise off, it was still running 1400. I turned the truck off and restarted it and it was fine for the rest of the day. This happened a couple of weeks ago at a stop light. I thought it was a fluke. Apparently not. Any help would be appreciated.
