Okay ...FIXED! ...first ..let me thank all of you who responded ...although the tips that were supplied by all of you were not the actual cause of the problem here .. they were very helpful in eliminating un-needed steps ..as troubleshooting these types of issues can be a pain in the rear ..I did remove the accelerator assy ..and checked the TPS (throttle position switch) ..cleaned the switch with some contact cleaner ..re-assembled ..no joy ..
FREIGHTLINER SERVICE KIT: P\N 23539639 DD PLATFORM DELTA PRESSURE SENSOR
so ...what I didn't realize in my original description was that the accelerator did actually work ..but their was a 3-5 second delay in the action of the throttle when depressed ...so ..when stepping on it ..and not knowing the issue ..I just assumed the throttle did not work ..not keeping the peddle depressed for the 3-5 seconds need to get action out of the motor ..moving on ..
..the issue is EGR related ..the sensor assy mounts on the EGR feedback tube which feeds the intake system ..
removing the old sensor ..exposed the two venturi ports ..(cleaned them ..a common pipe cleaner works fine) ..and installed the new sensor .....the kit comes with a new connector assy ..I did not change that as the integrity of the old connector was still very good ..
..so ...after installing the kit ..fired it up ...engine light out ..accelerator working fine ..thanks again to all ...this forum rocks!TheBaron97, HopeOverMope, iRookie and 1 other person Thank this. -
thanks for the update.

IF the egr delta p sensor doesnt fix it, check the little holes going to the sensor on the EGR venturi, they are famous for plugging up. so much fueling is based on the EGR delta p sensor on those detroits
