(j) As the observer, you must watch the employee urinate into the collection container. Specifically, you are to watch the urine go from the employee's body into the collection container.

I have never had anyone to follow the exact rules set forth in that rule I posted, but I have been searched before entering the special restroom to produce the sample. That rule I just posted might well be the most violated rule in all of title 49CFR.
