Have a 2002 ford sterling removed had the Mercedes motor with engine brake removed and cat c12 installed with jake brakes after driving for 2 weeks I noticed that the jake brake switch only has off, medium and high, found the tag laying in floor that says 1,2,and 3 stage, is it supposed to have 3 stage or is the 1 position considered off

No the cat c12 will have 2 switches. One sitch for on/off, the second switch will have 1,2 and 3 settings. Cat c12 has 1 jake head under each of the 3 valave covers and one solenoid powering each jake.
You kinda answered your own question in the beginning of the post. IT is a ford sterling truck that originally had a mercedes motor in it. HAd it been a c12 from the factory, the truck would have been wired for both switches. IF i was you, i would just keep it the way it is. You have OFF, medium and high. I cant think of one time i have ever used low before.
