    A true, post apocalyptic setup.

Possibly a trailer repair setup. Notice there is only one rear axle, so could be they are taking it to be repaired.

2021 Ram HD Raises Max Tow Rating To 37,100 Pounds

So pretty much it's only few thousand pounds away from being able to tow as much as regular trucks.
If it's dedicated some type of light weight load. Why not to tow 13'6 53 feet behind regular pick up?

I'm thinking the landing gear sitting on an automobile tow dolly might not be acceptable. It is only designed to hold half the weight of an automobile. An empty semi trailer weighs about 12,000 lbs. You may also want to look at the tongue weight rating on that Dodge Ram. Semi Tractors are designed to pull Semi Trailers. Pick up trucks are not.

In MN a guy was moving mty trailers for a dealer with a 1 ton dually, then a gooseneck converter dolly with a fifth wheel. He ended up in the ditch on a slippery day, so now if you have a pull trailer set up like that, you cannot pull longer than a 40 foot trailer.

A regular 53 gross ( Trailer + cargo) runs around 60,000 lbs. Not very close to 17,100k.

And they are definitely under-braked at the 47k# GCVWR. They don't have near the brake pad area of an equivalent 3 axle class 8 combo @ 52k#.
