How does it work to use carrier’s base plate? If I’m buying a truck from a carrier I will be driving for? The truck is already owned and plated my them, but the title will be transferred to my name. Can I just ask them to just keep it registered and keep the plate?

As far as Illinois being cheap - ummmm you may want to look that up again.
Your cdl does not have to be in the same state, it depends on a few factors.
.....hint you can employ yourself from your own corporation - in that case whats different than hiring an out of state driver to drive your truck
.....hint you can rent or lease properties/office spaces and register your company is said state
.....most IRP registration requirements are as follows/don't hold me to this small list - said state drivers license, personal property tax receipt, rental contract for property, corporation papers, real estate tax bill/assessment, proof of insurance(certificate-declarations page from policy), utility bill in carriers name at said states address, said state personal vehicle title, federal income tax return, registration paperwork issued by said state's (Secretary of State) - but please dont be afraid to pick up the phone and call said states department of transportation.
