I really don’t know how NB can do this with drivers crossing the border to USA. That’s a federal rule with customs. Not provincial. Either way, sure glad I don’t go to east coast!

    Truckerswifes and magoo68 Thank this.

The way I read it this only applies to truck drivers who reside in NB.

Here is the actual order (pdf file from NB's website.)
    https://www2.gnb.ca/content/dam/gnb/Corporate/pdf/EmergencyUrgence19.pdf

It's a bunch of images, so I can't just copy and past but section 7(h) heavily implies it's only for residents as residents loose their exempt status under a couple conditions.
Now there may be more I missed, as I just skimmed over it, but at least the actual order is posted so it can be checked.

    K-Jack Thanks this.

How the new rules will work
A Government of New Brunswick document obtained by CBC News outlining the new rules says the changes apply to New Brunswick resident commercial truck drivers who are long-haul drivers who drive outside of Atlantic Canada, but whose travel either begins or ends in New Brunswick.

The rule also applies to day trip drivers whose daily trip begins and ends in New Brunswick, but takes them outside of Atlantic Canada and into Quebec and Maine.

Copy and post from OP'S link.

I know the news article stated that. Now mind reading the actual order and see where it states that? And it may, but I'm sorry if every news org in existence have proven they can't get it right, and I simply don't believe any of them without actual pointing to the relevant source, which I did.

H on page 6 specifically states [where they are residents of NB].
There is no h on page 7 that I see but that doesn't mean much,
Page 7 [8] states, except commercial drivers delivering goods,

Saw a thing last weekend saying Nova Scotia is looking at doing the same thing. Apparently have started testing drivers as they come off the ferry at North Sydney.
