Trailer drop axle will raise, as it should, then drops right back down.

Sometimes the drop axle on the trailer will raise when it should, but then drop right back down. Or just randomly drop. Any ideas and/or suggestions?

When it drops and you go to levers, have they moved from bumpy roads, you may have to replace the valves that rase the axle, they may be worn out?
