I took this picture when dealing with below zero. Thought it interesting. Can actually see the condensation forming.
This is why you don’t want your fuel low in the cold. Also shows why you want your tanks full when parking in the cold. Especially if you’re going to leave your truck sitting in the cold.

I had BC Cummins in my trucks, and living in Wis. dealt with moisture every winter. BC's return a lot of warm fuel to the draw tank, after it cools, condensation forms, usually was a small puddle at the bottom. I tried everything, those things on a string, isopropyl, finally resorted to a big syringe and a tube and sucked it out.

filled with silica beads https://www.amazon.com/Premium-Indi...14972907&rnid=2941120011&s=industrial&sr=1-19
to keep moisture out of fuel tank on my boat. -

We are a hot climate but a very humid climate. Not uncommon on hot humid days you can have a truck parked in an enclosed shop and the tanks will be covered in condensation. Fuel sits longer than a few months it turns black and that whitish mold looking stuff in the op’s pic starts forming just like that. It is very hard to store fuel for an apocalypse for an extended period of time.
I have 5 old trucks that sit a lot. I try to have the tanks kept full but with the new bio crud blends it doesn’t matter. It all turns to moldy water sooner or later.
