I lived in Texas for about 5 years in the not too distant past. The practical needs were probably met as follows:
When the truck broke down, it could have been at a garage/junk yard type of facility, or towed there. If it was beyond the city limits of Mexia, the owner of the property could have easily given him permission to "park" there, temporarily, not being able to gaze into the future and realize days turned into months, years. He had 120v strung out to the truck, Mexia is 30 miles from Waco, he probably had decent TV signal, a small refrigerator and an AC unit in the window. Generally there is no zoning in Texas out in the county areas so that would not be an issue. the owner of the place, maybe a Vietnam Vet himself might have used him as a "watchman" as an example, or chase parts for him in exchange for use of the facilities, such as they were. You see shacks all over Texas that are worse than what this fellow had. In addition there are many "RV" parks with broken down units of all flavors that haven't moved in years with individuals on a subsistence income.
As far a supporting himself, he was collecting social security at age 81. With no housing costs, the average SS benefit is about $1500 month, lots of people get $2000 month or higher depending on their earnings record. 40% of the adults in the US over 65 have no savings, Social Security is their only income.
So he had basics. I am betting he kept to himself, wasn't a bother and certainly not a threat to anyone. Live and let live. And too proud to ask for help.
It is food for thought for all of us. This was not this fellows "plan A".

Now having said that I wonder if anyone checked in on this driver before the storm hit to see if he needed a warm place to stay.

Mexia hasn’t been the same since it’s number one famous past resident Anne Nicole Smith passed away. They have lost there will. First the oilfield bust in the 1960’s and then her death.
